Lineman Apprentice Testing Procedure and Exam Content



This is semi-skilled electrical work of the apprentice level in the construction, maintenance, and repair of electrical distribution system, transmission systems and underground distribution systems serving the municipality.
 
The Lineman Apprentices assist journeymen linemen and groundmen in the performance of their duties. Work includes the performance of hazardous tasks in accordance with standard trade practices in construction and maintenance of the City's electrical distribution systems, substations, and associated equipment. Employees are required to work with high voltage electrical wires under adverse weather conditions, requiring skill and care to protect the lives of employees and others. Work is performed under the supervision of a journeyman lineman or foreman. All jobs are subject to inspection as to quality of work by a journeyman lineman or line foreman.
 Examples of Duties:
Essential Job Functions:
Assists in the construction, maintenance and repair of the City’s electrical distribution and transmission systems, including the setting of poles, anchors and guys, the placing of cross arms and insulators, stringing and tapping of wires, and the installation of transformers, service drops, and metering equipment.
 
Helps install and maintain streetlights, floodlights, and associated equipment in public recreation areas where needed.
 
Helps install underground lines and associated equipment.
 
Helps perform trouble shooting work, locating the sources which cause power failure; assists in making repairs and restoring electrical service.
 
Responds to fire alarms to disconnect wires and remove meters when necessary.
 
May climb poles and work at heights with high voltage electrical lines if working on overhead lines.
 
May assist in maintaining, inspecting, testing, repairing and operating all transformers and other electrical equipment if working at substation.
 
Must not pose a direct threat or significant risk of substantial harm to the safety or health of himself/herself or others.
 
Must be committed to a high standard of safety and be willing and able to comply with all safety laws and all of the City’s safety policies and rules and must be willing to report safety violations and potential safety violations to appropriate supervisory or management personnel.
 
Must maintain regular and acceptable attendance at such level as is determined by the City of Dothan.
 
Must be regularly available and willing to work at least 10 hours per day, 40 hours per week, or such other hours per day or hours per week as the City determines are necessary or desirable to meet its operational needs.
 
Must be available and willing to work such overtime per day or per week as the City determines is necessary or desirable to meet its operational needs.
 
Must be available and willing to work such weekends and holidays as the City determines are necessary or desirable to meet its operational needs.
 
Must be available and willing to travel to such locations and with such frequency as the City determines is necessary or desirable to meet its operational needs.
 
Must perform duties onsite, except those job duties which are customarily or by their nature performed offsite (such as offsite work meetings with City customers, clients or citizens, making deliveries to designated destinations, traveling to field offices to meet with subordinates or conduct training, etc.)

Assists with the instruction and training of less experienced apprentices as to their duties and safety measures to be observed.
 
Operates backhoe and trencher.
 
Operates special purpose line trucks and attached equipment; checks daily to assure equipment is operational and truck is stocked as required.
 
Assists with relocating other utilities such as cable, telephone, and fiber optic lines when setting new poles for the City.
 
Important Job Functions:
Remains ready to respond to trouble calls during scheduled on call time.
 
Performs related work as required.

Work under varying weather conditions to include extremes in temperature and/or adverse conditions.
 
Operate a personal computer and associated software.
 
Communicate effectively with the public.

While performing the essential functions of this job, the incumbent is regularly required to stand; use hands to finger, handle or feel objects; see clearly; bend body downward and forward, requiring full use of the lower extremities and back muscles; reach with hands and arms; hear; walk; ascend and descend stairs or ladders; climb poles; work at heights; work underground in confined spaces; frequently lift or carry heavy objects between 50-100 pounds; grasp and hold objects; may keyboard; and frequently drive vehicle or heavy equipment.
 
Working Conditions:
Work is performed in an outdoor environment with constant exposure to varying weather conditions, high and low temperatures; electrical hazards; confined spaces; dirt, dust and fumes, and around hazardous machinery.

The incumbent's working conditions are typically moderately quiet to very loud.

Job Requirements

Graduation from a standard senior-high school or GED equivalent.
 
A completed Lineman Apprentice Program Form.  See Job Spec for details (A signed form will be requested at time of hire, promotion, transfer or demotion).
  
Certificate of Satisfactory Completion from an Electrical Vocational High School Program; or Diploma/Certificate of Completion from an Accredited Technical College in Electrical Theory; or an AAT/AA Science Degree in Electrical Technology; certificate or satisfactory completion of the Electrical Lineworker Pre-Apprenticeship Program, or Diploma for satisfactory completion of an Electrical Lineworker Program is preferred.

Condition of Employment/Promotion/Transfer
Must complete and accept Condition of Employment Form and Certification of Understanding & CDL Condition of Employment/Promotion/Transfer Form.

Necessary Special Requirements:

Possession of a valid operator driver’s license and an acceptable driving record. (PBA09/10/01)
 
Personnel Rule 8.325, Lines of Progression, requires individuals entering this position either through appointment, promotion, demotion or transfer to enter at the minimum level of the pay plan, Step One (1). (PBA 08-14-89)
 
An employee in this position is subject to random drug testing. (PBA 02-14-94/OTETA of 1991)

An employee in this position must possess a telephone within 30 days of employment due to call-out.

In an emergency and/or standby situation an employee in this position must be able to report to his/her regular workstation in a maximum of 30 minutes from the time of notification. (PBA 01/09/95)
 
In accordance with industry standards in terms of bucket truck operations, an employee in this position must weigh 275 pounds or less.

Must meet the City of Dothan's employment physical standard which includes drug/alcohol testing.
 Application/Examination: Written examination for the position of Lineman Apprentice is scheduled for Monday, February 6, 2012.  NOTE:  An applicant on vacation, military leave (unless covered by USERRA), etc., is responsible for attending the examination on the date scheduled.

Candidate Physical Ability Test is scheduled for the week of February 7th, 2012.
